The last issue of Der Flaggenkurier (#45), dated May 2017, shows the regional flags of Chile and the flags of the regional capitals. For Talca, however, only the arms are shown.
The flag of Talca is white with the arms. You can see photos in the gallery at https://www.talca.cl/talca/galerias/index.php?idgaleria=80. A better image of the flag seems to be at https://www.talca.cl/talca/galerias/imagenes/106257misa1%20(3).JPG.
The gonfalon is white with the arms in blue and white, and below an inscription reading "TALCA renace."
