Background

In "Fahnen, Flags, Drapeaux" (Proceedings of the 15th International Congress of Vexillology, Zurich, 23-27 August 1993), edited by Emil Dreyer and Harald MÜller, and published as a limited edition of 150 numbered copies by the Swiss Society of Vexillology in 1999 ([dre99]?), there is a paper entitled "A new country, old symbols; flags and arms of the Czech Republik" by Ales Brozek (pp. 85-89).
There is a black and white reproduction of the cover of the "Prager Wochenblatt" ["Independent weekly Czechoslovak newspaper in German language"] # 41, 2-9 November 1992, including a paper on the new Czech flag, by Ales Brozek.
Two proposals are illustrated:

First 1992 Proposal

[First 1992 proposal] by Ivan Sache, 01 Jan 2000

The former Czechoslovak and current Czech flag, with three white stars placed in triangle in the blue triangle to symbolize Bohemia, Moravia, and Silesia.

Second 1992 Proposal

[Second 1992 proposal] by Ivan Sache, 01 Jan. 2000

A 1:2 former Czechoslovak and current Czech flag, but with the blue triangle extending over the 2/3 of the flag width, with another triangle superimposed, extending over the 1/2 of the flag width. This triangle is a chequey white and red to represent Moravia.
