It is a yellow-black vertical bicolour (see left image above) or a black-yellow vertical bicolour is an inscription "Moritzburg" in counterchanged tinctures at the top (see right image above). The coat of arms of both is shifted towards the top.

Shield parted per fess, at dexter Sable a tower Or, at sinister Or a horse forcene Sable, base Sable charged with a fess wavy Or.
Meaning:
The tower is one of the four equal towers of the local moated palace. The fess wavy is a representation of the Elbe River. The horse is alluding to the local horse breeding farm.
