Flag of the State Council

During the swearing-in of the President of State Council, a fixed flag could be seen, square, red with the Council's coat of arms in the centre. The arms shows the Spanish arms within a blue bordure on which "CONSEJO DE ESTADO" is written in gold lettering at the top and "PRAEVIDET" and "PROVIDET" at the bottom, with an eye between both words. The whole within a silver cartouche, surmounted by a Royal crown and surrounded by olive branches.

The emblem of the State Council is prescribed in Article 91 of Royal Decree No. 1,674 approving the By-Laws of the State Council, adopted on 18 June 1980 and published on 30 August 1980 in the Spanish official gazette, No. 209, pp. 19,557-19,566 (text), as follows:

The Council shall have as emblem, as well as the coat of arms of Spain, the "eye" of the Administration, with the motto "praevidet providet" and the royal crown.
