Orden de 9 de Septiembre de 1981, BOE de 26 de Septiembre de 1981 (...) se establece la bandera de la Universidad de Alicante con las proporciones y colores (azul y blanco) de la bandera de aquella ciudad, y llevará en su centro el escudo de la Universidad.

Meaning that the flag of the University of Alicante has the same colours (blue and white) and proportions as the flag of Alicante city and bears on its centre the University's coat-of-arms, which can be found in this webpage and explained (Spanish text only) in this webpage.
