An Irish lord was appointed Vice-Admiral for each province. In 1888 Arthur Vicars, Ulster King of Arms, was corresponding with the Admiralty about the Irish flags which were to be included in the Admiralty Flag Book. He suggested that a special flag might be authorised for the Vice-Admirals adding that a manuscript written in about 1820 by Sir William Bentham, then Ulster King of Arms, described the following flags for them.

Leinster. Blue flag with a white wing between three gold crescents.

Munster. Red flag with a dexter arm in armour couped fesswise the hand bare holding a sword erect all proper and in dexter chief a white wing.

Ulster. White flag with red sinister hand of Ulster and in dexter chief a wing azure.

Connaught. None.

Comment on the Admiralty minute sheet. "I rather doubt the expediency of entering into the question of Vice-Admiral flags. England and Scotland would also have to be considered. Suggest ignoring the matter." [ADM 116/1063c]
