Description of the flag

Found on a page of ‘Brown’s Signal Reminder’ some (British) quarantine flags. The image shows not only the traditional yellow flag but also a yellow pennant with blue? border (not at the hoist) meaning “Suspect” and a flag divided quarterly yellow and black? meaning “Infected”. These two are used in combination with the well-known 'Q' flag, hoisted below them in fact.

I believe these are from the Commercial Code of Signals (introduced in 1857 and subsequently updated), with 'Quebec' over 'Lima' (showing the original blue and yellow quarterly rather than the post-1899 black and yellow), and 'Quebec' over the '1st Substitute pennant' (still the same in the current code), unfortunately however, I don't have a copy of the previous signal book in order to confirm my guess?
