In 1965 two small settelments, Kefar Atta (est. 1925) and Qiryat Binyamin were united into one Local Council to be named Qiryat Atta. Situated in the east side of the Zvulun valley, 13 km NE of Haifa, it is named after the Arabic name of the area Kafar a'ata and still keeps the emblem showing the long gone 'Atta Textile' factory, previously the main source of income for the population. It became a municipality in 1969 and has 50,000 inh.
Previously I reported two variants of the unofficial municipal flag, differing in the size of the emblem, but on the city hall there were only two small-emblem flags. The municipal emblem was published in the official gazette (Rashumot), YP 1666, 16 October 1970. It replaced the previous emblems of Kefar Atta, published YP 770, 16 June 1960, and of Qiryat Binyamin, published YP 663, 16 April 1959.

Founded as a colony in 1925 and named Kefar A'ata after the Arabic name of the area. In 1929's riots, the colony was abandoned and put on fire by Arab rioters. In 1934, Hans Muller established the Atta Textile Factory (closed in 1985) which boosted the community and change its character. In 1941 it became an Local Council and in 1946 changed its name to Kefar Atta.
Four nearby neighborhoods (Qiryat Binyamin (est. 1937), Qiryat Na'hum (Est.1933), Qiryat Shtand (Est. 1939) and Qiryat Frostig (Est. 1934), were united in 1951 into Local Council Qiryat Benyamin.
In 1965 the two Local Councils were united into Local Council Qiryat Atta and it became a municipality in 1969.

Its agricultural beginning, the Industrial transformation and the building momentum which enabled in observing the new immigrants which were transferred from their residential to permanent houses. Emblem published on 16 April 1960. [my records say 16 June....]
Emblem of the Local Council of Qiryat Binyamin - "Standing prominent beside the buildings of the Qirya, is the water tower, the tallest in the country in its time, and a land mark to those who came from far away. The emblem, painted by Mrs. Aliza Milshtein, then resident of Kefar Atta, was published on 16 April 1959.
Emblem of the Municipality of Qiryat Atta. - "As receiving the status of municipality, It was announced of a contest to design an emblem which will emphasizes the two main motifs in the city development: Agriculture farms and the industrial transformation led by Atta factory.
