A press release from the Indian Ocean Commission (an international organization representing mainly French Indian Ocean polities) confirms that the InOC flag is the organization's emblem on white. At the bottom of the .pdf are pictures of the last summit in March 2006 where you can see a table sized version of the flag and the full-sized flag behind.
