On the official website http://www.opcw.org of the Organisation for the Prohibition of Chemical Weapons, OPCW, on this webpage image is the flag of the OPCW. The flag is blue. But, on http://www.nato.int/eadrcc/2005/ukraine/jae2005/bg.html an official emblem (logo) of the Joint Assistance Exercise 2005   (http://www.nato.int/eadrcc/images/2005/050603-ukraine-mini.jpg) shows the emblem is on a white flag.
