Both flags are white with that design in them, but whereas the older one
had it over all the flag, from extremity to extremity, the more recent
one is a typical plain flag with the charge in the center. In both
cases, the background is white and the charge red, in Japanese national
colours.

I suggest the emblem is actually the similar kanji 工, meaning
construction/works (pronounced kou in this context, I think).
