1900 Fishery Research Organization

Interestingly, I found an an order from 21 November 1900 regarding a 2:3 white flag with a red six-armed cross, to be used by vessels undertaking work for the Aichi Prefecture Fisheries Research Organisation. On the diagram, it is described as white with a red kanji (㽥, water), being the initial character of 水産 (Fishing/Fisheries).
