The town emblem was adopted on Nov 1st 1967 by Notice No 16 but there is no flag law. The blue flag has a white town emblem in the center. The town emblem is a stylized kanji 上 Kami and hiragana と To. The wings symbolize a surge and a development. It represents a concord and a solidarity of the town.
