I don't recognize the flag at all, it's certainly not among the Dutch naval flags I know, but may I ask where it was flying from?  It is not apparent from the picture you posted.

It is probably the port yard.  The general arrangement of the superstructure on this class of ship can be seen more clearly if you go to this site - select 'pictures and graphics', and enlarge the top right picture.

Same site, 4th from top right shows "The first LCF (De Zeven Provincien), just after she was launched." with the same (?) flag as jack.
It's most probably the flag of the Koninklijke Maatschappij De Schelde (KMS) in Vlissingen, Province of Zeeland, NL., indeed the yard where the ship was built. (Koninklijke Maatschappij = Royal Company, Schelde = Scheldt River, Vlissingen = Flushing)

I think the Schelde Yard flag was flown during testing before the ship being commissioned.

Good call, I think, Gerard.  I don't know about NL, but this is US practice--the flag of the building yard flies at a yardarm during trials before the ship is commissioned.  Probably a common naval custom.
