It is a typical Portuguese communal flag, with the coat of arms centred on a plain purple field (village rank).

The arms are Argent, a minaret Purpure with port and windows Or flanked by two arrows Sable, inbase wavy Argent a barrulet wavy Azure. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "MESQUITELA - ALMEIDA".
Meaning:
"mesquitela" is a(n unusal) diminutive of "mesquita", "mosque", which makes these arms partly canting.

Mesquitela Commune was one of the pre-2013 communes of Almeida Municipality (q.v.); it had 58 inhabitants in 2001 (and 45(!) inhabitants in 2011) and covered 4,64 km².
