It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field.

Shield Or, a cross fleury Vert flanked by two storks vigilant affronty Sable armed Gules, in chief a fessy palm leaf Vert, in base three scallops Azure ordered 1:2. Mural crown with three visible towers (village rank) and white scroll with inscription in black initials: "SANTO ESTÊVÃO - BENAVENTE".
Meaning:
The palm leaf is an attribute of St. Steven, local patron saint and name giver of the commune. The cross is symbolizing a base of the Avis order in this commune in the past. The storks are representing the local fauna, the scallops the nature protection area of Estuário do Tejo.

Santo Estêvão Commune is one of the four communes of the Benavente municipality (q.v.); it had 1997 inhabitants in 2011 and covers 62.4 km².
