It is a quite typical Portuguese municipal flag, with the coat of arms centred on a plain red background.
António Martins-Tuválkin, 7 Dec 2006
The arms are on a tower gules masoned sable and with port and windows gules [not really issuant but partly on; what's this?!] from a fess wavy azure in counterchief charged with a barrulet wavy argent between two 8-pointed stars gules a (Caucasian) bust proper dressed argent. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILA DE MIRANDA DO CORVO".
Meaninig:
"Corvo" means "crow" or "raven", elements which are absent in the municipal arms. I have no idea abou the bust. The wavy fess stands fro river Mondego, which flows through the municipality and its seat town.

Flag and coat of arms adopted and published in the official journal "Diário do Governo : III Série" in 1938.03.21.

Plain (monocoloured) portuguese subnational flags are not allowed to have variations without arms: plain flags always carry the coat of arms.
Jorge Candeias, 18 Jul 1999
