Shield Argent, in dexter chief a castle, in sinister chief a windmill, in base a church, all Argent lined Sable (the arms have the appearance of a seal). Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "JUNTA DE FREGUESIA DA IGREJA NOVA".

(Please note that I couldn't find a flag displaying the 2nd coat of arms, which is probably the official one!)

Igreja Nova Commune was one of the pre-2013 communes of Mafra Municipality (q.v.); it had 3037 inhabitants in 2011 and covered 25.6 km².

Shield Argent with base wavy of Azure and Argent, a bridge issuant Sable masoned Argent with one Arch, in chief a fleur-de-lis Azure between two grapevines Purpure leaved Vert. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black initials: "CHELEIROS".
Meaning:
The bridge is representing the old local bridge of Roman origin. The base wavy is representing the little Lizandro River passing the commune. The grapevines are representing viticulture, a source of local wealth. The fleur-de-lis is an attribute of Our Lady of Assumption, the local patron saint.
