It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field.

The arms are Sable a pile reversed Argent, in chief an inescutcheon Gules bearing a cross Maltese Gules. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "ESTREITO - OLEIROS".
Meaning:
"Estreito" means "narrow" (cp. "strait"), and the toponym refers to a local canyon; the pile is canting for this; the Maltese escutchon refers to local importance of this Order.

Estreito Commune is one of the pre-2013 communes of Oleiros Municipality (q.v.); it had 876 inhabitants in 2001 and covered 68,73 km².
