It is a fairly typical portuguese communal flag,
with the coat of arms centered on a
yellow and blue quartered background. The banner
should have golden and blue tassels and cord, and golden pole and spear finial.
Flag and arms adopted and published in the official journal
Diário da República : III
Série in 1996.02.20.

On the site, the background is green, but a very dark one. I personally
consider this shade quite handsome and quite probably to be the real one.
Who knows?
Blas Delgado, 08 Mar 2002
It’s simply green. Our regulations are exclusively heraldical, and
therefore aren’t concerned with such vexillological frivolities like shades
and such…
