About the flag

In Petersen/Kannik’s Flag Book [kan56], of 1956, (a quite reliable source) the flag is in 1:2. So the step towards these proportions must have been earlier than the 1967 law about the emblem.

The size changed from 333:500 to 1:2 definitely earlier than 1967, as in the book [kan5X], published in 1959, the size is given as 1:2. I think 1954 would be closer.

Exact specifications adopted in 1967

Even official Paraguayan flagmakers and flag designers and ministers and and and misinterpreted the Paraguayan arms. You know the drawings in [ped70], [smi75b] and [smi80] which all showed correct flag and arms, as that were the emblems in use. I provided two designs (obverse and reverse) of the flag as it is used now and added that it came in use about 1990 without special sanction, as there were only minor graphic changes to the coat of arms. What I did not know: the flag and the coat of arms were introduced in 1967, when each element was pecisely described. But using exactly the elements of the 1842’s arms! They only gave the arms a new interpretation «as there were uncountable variations until now».

When the flag and emblems were modified in 2013, Últimahora posted a report (in spanish) stating that the current flag was adopted in 1842 but has been modified several times since. "...[O]ne of the more drastic modifications corresponds to the those adopted in 1957 by the dictatorial government of Alfredo Stroessner, that introduced a red colour to the border that surrounds the inscription "República del Paraguay." The report concludes that on both eblems, the outlines have been changed to black and the fields to white.
