This is a new, post-Ceausescu flag. Adopted when? Earlier the chief of state (then titled Chairman of Councils of State and of Ministers) used a similar flag but with a red border instead of the blue and with three edges fringes. Even before that royal standards were in use.

My guess is that this flag is meant to be hung vertically, either from a balcony on which the President is standing/sitting, or as a vexillum. The upper fringe would dangle in front of the flag so to speak.

The flag of the President of Romania was spotted on 15 August 2008, the Day of the Romanian Navy, during a speech of the President (official photo). It seems that the hoist side lacks the fringes, and that the flag is mainly used as a "naval rank" one.

I did not find any reference to the flag for this function before the 1990's, so maybe it was a new development then? More info required.

Members of Government flag

A white flag with the national flag in the canton. The canton relative ratio is 4:5 (therefore "shorter" then the normal national flag). Obviously this was in use in late 1980's and early 1990 before the adoption of the new elaborate system, though the usage might have been more limited than "any member" of the Government. It seems that this flag is the direct heir of the Communist period defence minister flag, from which were removed the Communist symbols (emblem and red star).
