Description of the flag

A blue flag, 1:2 ratio, with a UN wreath in white, in which are three heads in various shades of white. The heads face away from the flagpole.

An unrelated white flag with yellow, black and green emblem uses a similar design with three heads in different shades for the World Federation of Democratic Youth. The International Youth Year was 1985.
