The previous flag used the city logo, which is described here: https://www.gilbertaz.gov/departments/digital-government/communications-guide/our-brand/gilbert-logo:

The iconic swirl represents the "G" in Gilbert and includes four swirls and one circle.
The circle represents the community as a whole. Each of the four swirls represent the following:
  • Gaining Recognition - Gilbert, Arizona continues to national recognition including being named one of the best and safest places to live in the country.
  • Raising Our Future - Gilbert is a family-oriented community
  • Owning Our Past - We are proud of our history, it has made us who we are today. As we continue to grow, we will continue to remember our past.
  • Working Together - Whether you're an employee, resident or business member we are all working together to build a Community of Excellence.
These four things help our community grow and make Gilbert, Arizona a great place to live, work and play.
