flags at the DeKalb County Legislative Center, seated in the Sycamore Complex of the DeKalb County Government.

The county seal is at http://dekalbcounty.org/IMAGES/logo.gif and http://dekalbcounty.org/images/DeKalbCo%20Seal%20camera%20ready.jpg in the county website; there is a page about "History of the DeKalb County Seal"; it states that this emblem was created in 1981 and includes a detailed description of its elements and their symbolism; it doesn't refer to the flag. Indeed the only reference to the county flag I found in the county website is in a January 2006 meeting report about payment claims: The county's General Fund got 44 USD for a County Flag.
