So I took the 3 parts of the homepage banner at www.co.knox.ne.us/Search_Results?PrincipiaSearchSource=flag&SUBMIT=Find%21 and made a flag from it....hope it is the right one

The motto on the scroll is written in French. "L'eau qui court" literally means "The water that runs", although we'd rather say now "L'eau courante", "The running water".
