Terrell County: with an area of over 2,000 square miles and a population of just over 1,000, Terrell is both the largest and least populated county to have adopted a flag. McMullen County has fewer residents, but has not actually adopted its flag.
Terrell displays a two-striped banner of white over red, with a blue canton. The canton bears a gold outline map of the county; the white stripe is inscribed "Terrell County" in red on two lines. The flag was designed by Tanner Helmers as an entry in a contest open to the county's high school students at the time of the Texas Sesquicentennial. The Commissioners' Court selected the winning entry and adopted it on 13 January 1986.
