Overview

According to <sanfernando-apure.gov.ve>, San Fernando municipality (capital: San Fernando de Apure), use the same flag as Apure State. The image show the state's Coat of Arms on the flag even thou San Fernando got its own Coat of Arms (with the state's Coat of Arms as part of it).

It’s very possible that San Fernando doesn’t have own Flag and the Website decided to include the Flag of Apure State to fill the space.
